The report stems from earlier allegations of the Trump administration downplaying Russian interference. CNN first reported in September 2020 a whistleblower complaint alleging that prime political appointees in DHS repeatedly instructed profession officers to change intelligence assessments to suit Trump's agenda by downplaying Russia's efforts to intervene within the US.

The whistleblower claimed that Wolf had instructed DHS officers to "stop providing intelligence assessments on the threat of Russian interference" and, as an alternative, focus their efforts on gathering info associated to actions being carried out by China and Iran.

The scope of the DHS IG report was restricted to the only intelligence report in query.
